Bulk SMS DLT Registration – TRAI, DLT & UCC Guidelines
TRAI has announced DLT registration mandatory for all Telemarketers and Bulk SMS Marketing companies. Once Distributed Ledger Technology is completely functional, all SMS Headers and Content needs to be whitelisted with the operators. You would have to register with each operator as Enterprise to send text messages in India.
What is Distributed Ledger Technology (DLT)?

Why Blockchain based DLT Platform?
Blockchain based DLT platform being introduced in India by TRAI to stop pesky calls and SMS. Earlier DND based plan was not successful. Hence to combat the pesky SMS communication, TRAI has introduced the DLT platform in India.
TRAI’s TCCCPR Regulations
TRAI (Telecom Regulatory Authority of India) has released a The Telecom Commercial Communications Customer Preference Regulations, 2018 (TCCCPR) on 19th July 2018 which was updated again on December 2018, in its continuous endeavor to create a cleaner and transparent system in the Indian telecom industry and to curb Unsolicited Commercial Communication (UCC) along with enhance mobile subscriber privacy.
DLT Implementation in India
DLT implementation will be done with multiple phases. Most of the operators are already on phase 1 to allow customers to register as Enterprise, Telemarketer Aggregator Function and Telemarketer Delivery Function. Customers shall upload the SMS header (aka Sender Name) and get it approved by providing the documentation. Headers will be classified/categorised as Promotional / Informational or OTP / Transactional.
In the future phase, customers need to whitelist the text message content with operators. Only upon the approval, they can deliver the content to the recipients.
DLT Registration Fee
All operators in India are charging INR 5000/- plus GST per registration. If you are registering as Telemarketer Delivery Function then Refundable Deposit INR 50000/- to be paid along with INR 5000/- plus GST.
The registration fee goes to the operator and are not charged by the SMS Provider.
